The Shelby County Commissioners court met this morning 9-26-18 at 9:30 a.m. at the active Shelby County Courthouse. The court approved and paid the weekly expenses. They approved and adopted the 2018-2019 budget and tax rate. Shelby County employees will be getting a 2 percent pay increase according to Shelby County Judge Allison Harbison.
The Court approved a $3,000 supplement to be given to 123rd Judicial Court District Judge LeAnn K. Rafferty. Judge LeAnn Kay Rafferty in a previous meeting of the Shelby County Commissioners’ Court approached the court asking for a $9,000 supplement. The same supplement rate will not go to the office of the 273rd Judicial Court Judge currently Charles R. Mitchell at this time, if it required to give equal supplements to both offices the Shelby County Commissioners’ Court will do so in a future meeting. The decision was made that Jim Payne who was elected to the position of 273rd Judicial Court Judge and will be taking office this coming January 2019, is not a standing Judge and should not benefit from the supplement as he has yet to serve the position. According to Shelby County officials Shelby County has never given a supplement to a district judge before. Judge Rafferty will also receive a $9,000 supplement from Panola County, both of these supplements will be in addition to her base salary paid by the state which is $140,000 a year. Once again if any amendment need to be made to this decision they will be made in a future Shelby County Commissioners’ Court meeting.
The Court then opened sealed bids for janitorial services for the County buildings, only person submitted a bid and that was Angela Rayborn. Rayborn’s bid was for $3,000 a month to clean all the county offices and buildings, to pick trash in front of them and to provide all her own equipment and cleaning supplies. The Court approved her bid, which is according to Shelby County Auditor Clint Porterfield is a 17.2 percent increase in her rate.

The Court discussed and took action to disburse the Child Safety Fee funds for Shelby County. $12,819.45 were distributed to the Shelby County Children’s Advocacy Center and the Casa of Deep East Texas. 65 percent or two-thirds of the amount was given to the Shelby County Children’s Advocacy Center and 35 percent or one-third was given to the Casa of Deep East Texas. Denise Merriman Executive Director with the Advocacy Center thank the Court for the support from the County.
The Court approved the inter-local agreement with Texas Inter-local purchasing service, which is used by the County to purchase road products to use doing road work. Following their approval they created a resolution to support the approval of the inter-local agreement. Lastly the Court adjourned.

An investigation revealed that the subject was believed to be working on a home near the 1000 block of Susan Street in Mansfield, LA. Two Deputies traveled to the location and were able to locate a brown Ford van believed to belong to the suspect. Shortly after exiting the vehicle, a deputy made contact with Daniel R. When advised of the search, Luke then gave a description of a bag behind the drivers seat that she said would contain methamphetamine. The vehicle search revealed the bag containing several syringes, assorted plastic bags, and a plastic container with suspected crystal methamphetamine. A further search of the vehicle also revealed a draw-string bag containing a full pill bottle without a prescription label.
Luke admitted that the pills belonged to her, however, Luke and Kroesing both denied possession of the suspected methamphetamine. At that time both Kroesing and Luke were arrested and transported to the DeSoto Parish Detention Center for booking.

So far this month, my rain gauges have run 7.46 inches of rain through them. That's the heaviest for the month of September since the year 2012 when 13.80 inches fell. More lows and upper-level disturbances will continue to provide chances for scattered T-storms and rain for the near and further out forecasts. Mostly in the afternoon with the heating of the atmosphere. How much some locations could see another 1 to 1 1/2 inches over the 10 day period. All beginning in earnest on Wednesday early in the day.
Mid to upper 60's for starts to the day and low 80's for highs. Except for today and again on Tuesday when the sun will shine off and on giving us mid to upper 80's with upper 80's, we can count on very little sun. The humidity will continue to give us a "feels like" temperature of 3-4 higher than the actual.

In the past 90 days, DeSoto Parish Deputies have made numerous arrests involving varying degrees of domestic violence in our area. These crimes can happen to anyone of any race, age, religion, or gender. Many years ago the month of October was set aside to bring awareness to domestic violence against men, women, and their children. Based on what we have experienced in our own Parish it is the desire of both Sheriff Richardson and our Deputies to do our part in bringing awareness to this cause.
On Tuesday, October 2, 2018, the DeSoto Parish Sheriff's Office will be hosting an event in conjunction with Domestic Violence Awareness Month. The event will be held at 205 Franklin Street in Mansfield, LA at 1:00 p.m. and will be open to the public. We will be conducting a balloon release to honor each victim who has lost their life this year in Louisiana due to domestic violence.
A tree will also be planted to celebrate new life and a new future for those who have survived from domestic violence in the past. Refreshments, cake, and other snacks will be provided to the public in the front lobby of the Sheriff's Office. If you or someone you know has been the victim of domestic violence, Sheriff Richardson encourages you to join us at the front entrance of the Sheriff's Office as we honor both our lost and our survivors.

Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by taking advantage of a payment option called “residence homestead tax deferral” and filing a tax deferral affidavit at the Shelby County Appraisal District. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The remaining taxes are postponed — but not cancelled — with interest accruing at 8 percent per year. Once the homeowner files the tax deferral affidavit with the appraisal district, no taxing unit can start or continue a lawsuit for the deferred taxes as long as that person owns and lives in the home. When the homeowner no longer owns and lives in the home, the deferred taxes and interest become due. If the taxes are not paid, taxing units can then sue to collect the deferred taxes and interest. Additional penalties are possible. For complete details about deferring taxes on the appreciating value of your home, contact Shelby County Appraisal District at (936) 598-6171. Information is also available on the Comptroller’s Property Tax Assistance Division’s website at comptroller.texas.gov/taxes/property-tax/.
